Unable to connect iPad 2 to internet even after deleting cookies

I have upgraded my iPad 2 to iOS 6.1.3 for using more advanced features. Since then, I can’t connect the device to the internet. I am not able to correct this issue even after removing the cookies. Is there any other resolution I can try?

As a first step, switch off the router connected to the device for about 30 seconds. Turn on the device again and see whether the issue gets resolved. If not, try to reset the network settings with the iPad. Get into the iPad home screen for that and make a single tap over the icon having ‘Settings’ label under it. When you can view the settings options, look for the ‘General’ option and tap over it for a single time. Tap the ‘Reset’ option available on the screen and wait until the options for reset appears on the screen. Go through those options afterwards and hit the ‘Reset Network Settings’ option.

Signal strength may be an issue when using a 3G wireless service to connect to the Internet. Look at the cell signal indicator at the top of the iPad screen. If there are no bars or the status says “No Service,” you will be unable to access the Internet. If you are indoors, go to another room, stand near a window or go outside while watching the cell signal indicator until you get a signal. Tap the "Settings" icon and verify that "Airplane Mode" is not on. Turn the iPad off by pressing the "Sleep/Wake" button until the red slider is displayed. Slide it to turn off the iPad. Hold down the "Sleep/Wake" button to turn it on again. If this does not work, you should verify you are in an area covered by your cellular service carrier...
