This is a common issue which most of users often face in their iPad. This usually happens because the iPad makes use of an internal oscillator for maintaining its time. So if you are not making use of 3G in iPad, then it means that there is nothing external such as the internet time server for your iPad to sync with. This is the main reason that makes your clock in iPad appearing faster or slower than iPhone or Mac/PC. This is a normal issue for the devices that makes use of an internal clock.
