The first step that I would ask you to do would be to check whether you have the location settings enabled. If you have and it is still not working, get it restarted. This would make it work most probably. For Wi-Fi connection, the map detects your location by the IP addresses stored in the database. This IPs has some approximate coordinates stored in row with them and this is how the location gets detected. For iPad working on Wi-Fi, you could use a function called assisted GPS also. By making use of Bluetooth connection you could have another GPS system enabled which would provide the iPad with autonomous capabilities.

Troubleshoot:
:: Reset the all location settings.
:: Open the "settings" option from it.
:: Now here select the "General" option.
:: Once it opens, you select the "Reset".
:: Here you tap "Reset location settings" on your device.
:: By doing this your traceable issue goes.
