This is quite a common issue and can try to solve it at ease. The inactive apps on the iPad device can be first closed to see that the issue is fixed. The task bar can be entered by hitting on the menu button. Any of the app can be kept holding to initiate jiggling. The close icon when displayed has to be tapped to close the apps. Now you can check with the browser to see that the issue is solved. If not, you can go for a restart of your handset. If the issue persists, the browser can be reinstalled.

-->start the button of the menu key.
-->click the safari browser.
-->connect the internet connection ,use the faster connection 3G.
-->select the setting option.
-->go to the application option.
-->also clear the cache data & files .
-->if not solve then uninstall the safari apps.
-->open the Google play store.
-->download the latest version .
-->reinstall it & solve the matter.

Its not a big problem,please go to the home screen in your device,
After this please go to the settings and then open the general option,
Then open the safari option,and you see the history and clear history and clear the cache and cookies,
Now restart your device and you use the normally speed in safari browser,
Other wise please use the faster internet connection like 3g service,

Follow this steps to fix the problem:::
* Firstly close all the apps
* Now uninstall your Safari browser and reboot the device
* After rebooting, Download the latest version of safari which supports to your latest Upgrade
* Install it and start browsing
* You are done
