iPad 4 canít recognize the touch input made on the screen

When I launch an application on my newly bought iPad 2, I found that the touch screen is not responding to my touch. The device does highlight the required areas, but canít register the touch input. Any fix available to resolve this problem?

It seems that the Voice Over feature is enabled on your iPad. Turn up the volume of your device and check whether you can hear a sound while tapping on the screen. If so, tap the ‘Home’ button thrice to disable that feature. In case you find this solution non-feasible, go to iPad settings to turn off this feature. Press the ‘Home’ button for that and then make a single tap over the ‘Settings’ icon available on the home screen. Then, navigate through the default settings list and hit the ‘General’ option. The general settings will be shown on the screen afterwards from which tap the ‘Accessibility’ option. You can then find the ‘VoiceOver’ item with a switch on the right side. Toggle that switch with your fingers and make the ‘OFF’ label visible.
