Press the ‘Home’ button of your iPad for entering into the home screen. Check all icons available there and hit the ‘Settings’ icon. This will open up the ‘Settings’ app and displays a long list of default settings in your iPad. You can view ‘Safari’ option on the left part of the settings. Tap over that option for getting into the Safari settings. Find out ‘Always Show Bookmarks Bar’ item and toggle the switch near to it into ‘ON’ mode. Quit the settings and launch the Safari browser to check whether it is possible to view the bookmarks bar.
