Getting “turn on in settings” message while launching FaceTime app on iPad 2 upgraded to iOS 6.1.3

It seems that the Facetime app has stopped working on my iPad 2 upgraded to iOS 6.1.3. Whenever I try to open the app, the device shows up a message to enable FaceTime on settings. The app is not displaying the contacts added to my FaceTime account. Is there any solution available for this problem?

Once you locate the ‘Home’ button from iPad hardware, double press on it with your fingers. The taskbar will become visible on the bottom part of the iPad screen. Find out the ‘FaceTime’ icon from the taskbar and hold down it for few seconds. You can swipe the bar to locate the icon. When you can view all icons on the bar starts to wiggle by itself, you can stop holding the ‘FaceTime’ icon. Then, check the top part of the icon and hit the minus sign over there. This will close the FaceTime app forcibly. Launch the app again and see whether the issue gets disappeared or not.
