Error 21 message on iPad tablet show that you have a third-party security software issue.
Choose one of several ways to get rid of this issue. Common causes include an incorrect
date or time on your computer, not being logged in as an administrator and not having the
most up-to-date version of iTunes on your system. For fix this problem do as I am giving
below.
1. First of all Click the Apple icon at the top of the computer screen if you are using OSX.
Click the Start button if you are using Windows.
2. Click the "Log Out" option in the menu for both operating systems. Wait until the Welcome
screen appears.
3. Type the username and password for the administrator account into the fields provided for
both operating systems. Press the "OK" button to sign in as an administrator.
4. Update the iPad through the iTunes software to relieve the error.

To fix this issue, you must put your i pad into DFU Mode
Basically DFU (Device Firmware Upgrade) mode is not a restore mode or recovery mode. But it bypasses the current OS installed in your device and allows you to upgrade or downgrade your current I OS.
To fix iTunes error 21, you must put your iPhone into DFU mode using the following instructions:
Firstly you have to plug the "i Pad " to the computer and open the " iTunes".
Now put your i Pad device into "DFU" mode so that you will restore the device .
For putting the device into DFU mode by just follow the steps:
Turn "OFF" your "i Pad" and "HOLD" down power button for 3 sec.
After enter into "DFU" mode your "i Pad" screen goes blank and get pop up message in iTunes apps “Device in Recovery Mode".
After all these your iPhone device will start to restore back to the i OS firmware.
This process will take latest 10 minute for processing so never disturb or do any thing with device.
