It seems that a hard reset can solve this problem effectively. Place your fingers on both Sleep/Wake and Home buttons at the same time and press them gently. Then, hold down both buttons in the same position for about 10-15 seconds. This process will bring up a red slider on the iPad screen. Just ignore that slider and keep holding down the buttons. The moment you can find Apple Logo on the screen, let go of the buttons. When the home page comes up on the iPad screen, you can check whether it can get into the sleep mode.
