You can block the individual websites with the safari browser so that it enables you for the private browsing and also it is better for you to go through the options of the safari browser and then you can choose the options of blocking certain websites through the safari.and also you can browse faster with the options in the safari.

According to me the iPad is being used at home over WiFi,
You can block the websites through your router's Administrative setup.
The instructions to do that should be with your router's box or you can Google the model number.
Of course, if this isn't a good enough solution, the best way to get Apple to hear you is this:

You can set the restrictions for access to Safari all together but not websites individually,
if you want to do that then follow the procedure given below
PROCEDURE:
1)click on SETTINGS then
2)tap on RESTRICTIONS then
3)turn Safari off.
and its done..
