This can be displayed by performing a hard reboot on your iPad. You need to use both Sleep/Wake and Home buttons for this purpose. Press these buttons in the same time and hold them in that position for about 10 -15 seconds. Do not try to change the position when you can see a red slider on the screen during this period. Continue in the same position until the Apple Logo pop up on the screen. By the time your iPad shows its home screen, tap the icon for App Store app. Finally, check whether it can display both featured and chart selection.
